چکیده
The utility-based transcoder descriptor basically provide the information of a possible set of transcoding operators that meet the bit rate constrained by network or terminal, and when available, the utility ranking of the set of operators. The information indicates an optimum transcoding operator and the rank of operators within the set in terms of quality. In order to address the transcoder dependence of the utility function, instead of adopting explicit value of utility (or quality) itself, we describe utility and rank information with additional flags that provides an indication of the confidence of the description.
